Describe the constraint precisely
Saying that a balance is unaffordable leaves several questions open. Is the problem low income, uneven timing, a new essential cost, or a combination? Write a short description and attach the records that support it. Separate a temporary interruption from an ongoing pattern so a reviewer can understand what period your explanation covers.
Build an evidence index
List income records, necessary-expense documents, and any other financial material requested for the particular review. Date the figures and identify estimates. If an amount reflects only your share of a household expense, say so. This exercise organizes a conversation; it does not establish which expenses will be recognized or whether collection activity will change.
Keep the official action visible
Financial difficulty does not erase the instructions or deadline on a notice. Ask how the documented facts relate to the available official process and what additional evidence is required. If assistance is proposed, understand who will prepare the submission and how you will review it. Retain the version sent and any response. A careful discussion distinguishes the hardship you experience from the determination a tax authority must make under its current requirements.
